Partnering For Results

The public sector has embraced partnering, partly because the benefits of project delivery and partly because it is supported through government strategy, noted in reports such as the National Procurement Strategy and Achieving Excellence.

Construction is often a complex activity with many different organisations involved, and partnering can help effectively manage these strategic supplier relationships. Integrated project delivery teams themseleves can be consoidered complex with a mixture of client bodies, contractors, consultants and sub-contractors. This is made even more complex in the public sector when we consider end-users, community issues and external funding bodies all of which have differing perspectives on the nature of Best Value. Partnering is an approach which supports the inclusive management of all of these views to build a shared stakeholder perspective of Best Value for the project. By establishing an inclusive set of project objectives it means that the outcomes of a project can be better managed.

Following the world finacial turmoil in 2008 and the fiscal support packages offered by government in 2009 'Collaborative Working' was established by HM Treasury as the method of acheiving efficiencies within the public sector. This has increased the use of partnering ethics and team play within the construction sector.
